The eastern regions of the Democratic Republic of the Congo (DRC) continue to grapple with conflict and insecurity. The absence of a robust justice system often leads to impunity, leaving communities vulnerable to violence and instability. Addressing these challenges requires inclusive governance and a commitment to strengthening the rule of law. The ESPER programme, a joint initiative by VNG International and Cordaid, supports judicial governance and enhances regional stability. ESPER, an acronym for Ensemble pour la Sécurité et la Paix à l'Est de la RDC (Together for Security and Peace in the East of the DRC), operates in three provinces: North Kivu, South Kivu, and Ituri. It reinforces the social contract between communities and the state, restoring trust in public institutions and ensuring accessible and fair justice for all. A key aspect of ESPER is raising awareness and fostering community engagement. By strengthening dialogue between citizens, local authorities, and justice institutions, the programme contributes to lasting peace and stability. On 6 February 2025, Cordaid and VNG International hosted an event in The Hague, where experts from the DRC and the Netherlands exchanged insights on peace and justice initiatives. In this video, Claudine Tsongo Mbalamya, Coordinator of Dynamique de Femmes Juristes, and Thea Hilhorst, Professor of Humanitarian Studies, highlight the critical role of legal empowerment and inclusive governance in fragile and conflict-affected contexts.
