Maximizing Nigeria’s Demographic Dividend through Urgent Education Reform for Global Competitiveness in the 21st Century is a defining convocation lecture delivered by Orondaam Otto at the 56th Convocation Ceremony of the University of Lagos (2026). The lecture frames Nigeria’s youthful population as a closing window of opportunity that demands decisive, law-backed education reform to secure national prosperity and global relevance. At the heart of the address are eight transformative reform policies designed to reset Nigeria’s education system for the long term. First, Otto calls for a legislated, long-term national education vision insulated from political cycles. Second is 15 years of compulsory basic education, guaranteeing strong foundational learning for every child. Third, he proposes making teaching Nigeria’s most respected and competitive profession, supported by elite training and incentives. Fourth is the skillization of primary and secondary education, embedding practical, future-ready competencies early. Fifth, Otto advocates standardization and decolonization of Nigeria’s curriculum, aligning learning with local realities and global standards. Sixth is equalizing universities, polytechnics, and colleges of education as degree-awarding institutions, removing hierarchy-driven barriers to talent development. Seventh, he introduces the Nigerian Education Identity Number (NEDIN) to track every child’s learning journey and inform policy. Eighth is the creation of two specialized ministries—Children & Basic Education, and Higher Education & Research—to ensure focus, accountability, and impact. The lecture delivers a clear message: Nigeria’s demographic dividend will only be unlocked through urgent, structural education reform—now.
