Since 1992, the Hospital Authority of Hong Kong embarked on the development of a comprehensive Health Information System across all 40 public hospital and 120 clinics. It is entirely done in-house with initially 300 IT staff and now expanded to over 1,500 IT staff as a centrally deployed single system, which is highly integrated to all departments and facilities across all institutions. By now, over 9 million persons' electronic records are sharable real time to all health care workers in the public service depending on patient's consent and role based access control. As the Hospital Authority is responsible for 90% of the hospital market in Hong Kong, the System is essentially covering almost all citizens' medical conditions. It thus form a good database for decision making, resources deployment and development strategies. The critical success factors will be discussed and future plan for further development is highlighted
