AOW: What is it and how does it work? This is Manuel. Manuel is originally from Zaragoza in Spain. Eight years ago he started a master’s degree in international relations in Rotterdam. He fell in love with the country and with Marieke, and decided to stay in the Netherlands. Soon after graduating, he got a job at the Spanish embassy in The Hague. He really likes his job and his colleagues at the embassy. Most of them are Spanish expats, but there’s also a group of locally employed staff, like him. Most of them are Dutch. Like Els. Els has worked at the embassy as a secretary for the last twelve years and is retiring soon. During lunch they talk about her retirement plans. ‘I’m gonna enjoy my AOW,’ she jokes. Manuel doesn’t understand. ‘What’s an AOW?’ he wonders. AOW stands for Algemene Ouderdomswet, or General Old Age Pensions Act, and it’s the name given to the basic state pension people receive when they reach pension age. It’s financed through income tax. If you live or work in the Netherlands, you’ll almost certainly be insured under the AOW scheme. Regardless of whether you’ve worked your whole life or not. The AOW is the first of the three pillars of the Dutch pension insurance system. The second is corporate insurance. And the third is private insurance. In most cases you will receive a combined pension from these three sources when you retire. All local staff at embassies are insured under the Dutch social security system if they are Dutch nationals or permanent residents of the Netherlands. The AOW pension is part of this system. Pensioners who have built up pension rights for the maximum period of 50 years are entitled to a full – 100% – AOW pension. Els has always lived in the Netherlands. When she retires, she’ll no longer be entitled to any employment benefit from the UWV and she’ll get a full AOW pension. Four months before she reaches her pension age, she’ll receive a letter from the SVB telling her how to claim her pension. The full pension is reduced by 2% for every full year a pensioner was not insured under the AOW. Manuel has lived in the Netherlands since he was 24. If he and Marieke stay together and he lives in the Netherlands until his pension age of 67, he will build up pension rights for 43 years.
