The family of a road rage victim who was shot and killed in central Phoenix highlighted how quickly these incidents can turn deadly during a Friday news conference with police. In September 2020, Larry Milligan was driving on 7th Avenue near Interstate 17 when he was shot and killed. He is survived by his high school sweetheart, who has been raising their three children. At 9 a.m. on Friday, Milligan’s family shared their story publicly for the first time in an effort to raise awareness about road rage. The prosecutor who handled the case also spoke. Surveillance video showed 39-year-old Steven Orona pulling alongside Milligan’s car and firing through an open window, striking Milligan in the head before fleeing, according to court records. Phoenix police later found Orona’s vehicle at his girlfriend’s property in Buckeye. Documents also show Orona’s girlfriend told police she was in the vehicle during the shooting and later testified that she helped hide the SUV after recognizing it in news coverage. She later pleaded guilty to a misdemeanor count of tampering with physical evidence and was sentenced to one year of probation. During questioning, Orona told investigators he didn’t call 911 because he wanted to “meet his children and spend the evening instead of dealing with police.” Orona was convicted of first-degree murder and drive-by shooting and was sentenced to life in prison in July 2025. #arizona #azfamily #phoenix #roadrage #roadrageincident #crime # For more Local News from KPHO: https://www.azfamily.com/ For more YouTube Content: / @azfamily
