Incident Report: On July 1, 2025, I was assigned to routine road patrol with the Florida Highway Patrol (FHP) in Charlotte County, Florida. I was operating my FHP Dodge Charger patrol vehicle (FHP0528). At approximately 12:11 AM, while traveling south on I-75 (SR-93), I observed a dark-in-color SUV traveling in front of me. The SUV had a driving pattern consistent with that of an impaired driver operating the vehicle. Due to the unusual driving pattern observed, I activated my in-car camera to capture the driving pattern on video. The SUV had a Florida tag of DM26VS. While driving behind the SUV, I observed that the driver was unable to maintain a single lane, made unusual and unnecessary lane changes, applied the brakes for no apparent reason, and drove at speeds as slow as 47 mph. Due to the driving pattern observed, as well as the driver driving below 50 mph on I-75, I initiated a traffic stop on the vehicle by activating my emergency lights. The traffic stop was initiated at MM 163 of I-75 SB. Upon activating my emergency lights, the SUV slowed down and began to approach the right shoulder as if it were preparing to stop. However, the SUV never stopped and continued to travel south on I-75. The driver then began to accelerate. Upon observing the SUV accelerating, I initiated my siren to further signal to the SUV to pull over. Despite my emergency lights and siren being fully activated, the driver of the SUV continued to accelerate traveling south on I-75. At this point, it was clear the driver of the SUV was attempting to willfully flee and elude a lawful traffic stop while my emergency lights and siren were fully activated. To end the pursuit quickly, I attempted a Precision Immobilization Technique (PIT) maneuver. During the PIT maneuver, the SUV was traveling at 86 mph, and I made full contact with the vehicle. Ultimately, the PIT maneuver was unsuccessful, and the driver continued to flee traveling south on I-75. It is important to note, due to my patrol vehicle making full contact with the fleeing SUV during the attempted PIT maneuver, as well as my emergency lights and siren being fully activated while doing so, it is impossible that the driver did not know she was being pursued by law enforcement. During the pursuit, while traveling south on I-75, Trooper Fanego positioned his patrol vehicle in front of the fleeing SUV to slow it down. Each time Trooper Fanego placed his vehicle in front of the SUV, the fleeing driver maneuvered the SUV and passed Trooper Fanego. It is important to note, while Trooper Fanego was traveling in front of the fleeing SUV attempting to slow it down, he was operating a fully marked FHP Dodge Charger patrol vehicle with his emergency lights and siren activated. This further demonstrated that the driver was willfully fleeing and eluding fully marked law enforcement vehicles. During the pursuit, the driver maintained speeds consistently above 100 mph and was weaving in and out of traffic. This driving pattern demonstrates a willful or wanton disregard for the safety of other motorists on the roadway. Eventually, the driver exited off I-75 SB and began to travel west on CR 884 (Colonial Blvd). The driver drove through the red light at approximately 60 mph. Shortly after entering CR 884, the driver turned north and entered the EB lanes of CR 884. While doing so, Trooper Fanego successfully utilized a PIT maneuver on the vehicle, and I maneuvered my patrol vehicle in front of the SUV to block it in. The driver then exited the SUV. After the driver exited the SUV, I secured her in handcuffs. The driver was identified as Gloria Denise King via her Florida Driver's License as well as through FCIC/NCIC. When asked why she fled from law enforcement, Ms. King stated she fled because she was scared. When asked what she was scared of, she did not elaborate. Ms. King refused to answer further questions. Upon arrival at the Charlotte County Jail, Ms. King initially agreed to provide a breath sample. However, during the twenty-minute observation period, Ms. King refused to provide a breath sample. As a result, she was read implied consent at 1:53 AM. After being read implied consent, Ms. King still refused to provide a breath sample. It is important to note that during the pursuit, I observed Ms. King throw a black plastic bag out of her driver's side window. The black bag was never located. The entirety of the pursuit was approximately 28 miles, starting in Charlotte County and ending in Lee County. It is important to note that Ms. King has a history of fleeing from law enforcement. She has a guilty conviction for fleeing or attempting to elude a law enforcement officer with a disposition date of 03/25/2019. She also has an extensive criminal record and is currently on Florida Inmate Release Status for Aggravated Battery with a Deadly Weapon. Ms. King is being charged with the following charges: Flee with disregard of safety to persons or property DUI Reckless driving
