(11 Apr 1996) T/I: 11:11:07 The Bosnian Serb leadership's refusal to participate at the Brussels donors conference for reconstruction of the former Yugoslavia on Friday (12/4) could cost Bosnian Serbs millions of funds of badly needed aid. The war has taken its toll on the serene Bosnian Serb stronghold of Pale. The mountain-resort-turned-capital took the first influx of tens of thousands of Sarajevo Serb refugees fleeing the handover of their suburbs to Bosnian government authority under the Dayton accord. On the ruined roads and poorly maintained streets of Pale, residents - unsuspecting of what the prospect of losing millions of aid dollars might mean - went about their daily chores, shopping at the modestly-stocked local market. Queues are a common sight in front of the few better-off stores and aid agencies. The other shops are locked and windows firmly shut. At the local greengrocers, merchants peddle goods such as coffee and cigarettes at sky-rocketing prices.
