Fought against an inconceivable Enemy, the Time Lords were outmatched by various groups at various points in history. This War echoes the Last Great Time War, but it could be no more different. It is a conflict of Fantasy and Myth, where cold hard science is disguised by rituals and other primitive cultural practices. The War in Heaven is endless, constantly contracting from the nature of its time active powers, expanding outwards to new fronts. The Lesser Species had no idea what hit them, as the Heavens seemed to fall around them.
