On the afternoon of Friday, March 29, 2024, at approximately 3:00 p.m. local time, Washington National Airport—known by its code DCA—was the site of a close encounter between a commercial airliner and a formation of military jets. It wasn’t just a near miss—it was a snapshot of deeper challenges hidden within our increasingly crowded skies: aging aircraft, communication gaps, and the delicate balance between ceremony and safety. Delta Air Lines Flight 2983, an Airbus A319 carrying 131 passengers, had just lifted off from Runway 1N en route to Minneapolis–St. Paul. As it began its initial climb, the aircraft’s onboard collision avoidance system issued a sudden and urgent alert: a TCAS Resolution Advisory (RA). This type of alert is not simply a warning—it’s an automated command that demands immediate and specific action from pilots to avoid an imminent collision. In response, the Delta flight crew executed a prompt evasive climb to increase vertical separation. Unbeknownst to passengers, just a few hundred feet below them, a four-ship formation of U.S. Air Force T-38A Talon jets was cutting across the Potomac River airspace, inbound for a ceremonial flyover above Arlington National Cemetery. To hit that timing window exactly, the formation had descended from 1,600 feet to 800 feet and entered a holding pattern just east of the airfield, carefully waiting for their cue.
