MP Jenny Kwan pushed to expand affordability for first-time homebuyers (GST exemption)

On October 27, 2025, MP Jenny Kwan appeared at the Standing Committee on Finance, calling for a change to the Liberal government's First-Time Homebuyers' GST Exemption. The change that she sought, if it had passed, would deem that the exemption is applied based on the closing date of the sale. Without this change, first-time homebuyers who signed pre-construction agreements before May 27, 2025, won't qualify for the GST exemption – even in cases where the closing date is after the exemption is in place. MP Kwan tried four times to move amendments to make this change but it was rejected by the Committee chair, -- and, not one Conservative, Bloc or Liberal did anything to support this change. They could have challenged the chair as they did with other amendments which were then passed - but they did not.
