Rice and Barnier shaking hands and leaving news conference STORYLINE: US Secretary of State Condoleezza Rice arrived at the Elysee Palace in Paris on Tuesday evening for talks with French President Jacques Chirac and Foreign Minister Michel Barnier. Barnier said that it was "time for a fresh start" between the the US and France. "My belief is that the world is better off when Americans and Europeans cooperate. The world is better off when Americans and Europeans work together, when they exchange their analysis and respect their different view of the world," said Barnier His comments were a reminder of the frustration France felt when US President George W. Bush went to war in Iraq - despite vociferous opposition there and elsewhere in Europe. On the issue of peace in the Middle East, Rice said the US would need help from all sides to take advantage of what she described as a very fragile opportunity to move forward. Her comments follow the ceasefire agreement between Israeli Prime Minister Ariel Sharon and Palestinian leader Mahmoud Abbas.
