VA CLAIMS PROCESS: Claims are processed according to 38 CFR regulations. The stages described (Claim Received, Initial Review, Evidence Gathering, Review of Evidence, Preparation for Decision, Pending Decision Approval, and Complete) represent the general workflow visible on VA.gov. FULLY DEVELOPED CLAIMS (FDC): Under the FDC program, veterans submit all relevant evidence at the time of filing. This can result in faster processing but requires complete evidence submission upfront. BENEFIT OF THE DOUBT: 38 CFR 3.102 states that when there is an approximate balance of positive and negative evidence, the benefit of the doubt shall be given to the veteran.
