Since taking office in the Philippines on 30 June 2016, President Rodrigo Duterte’s so-called “war on drugs” has left more than 6,700 people killed. That’s an average of more than 30 per day. Amnesty International researchers travelled to the Philippines in November and December 2016 and documented a range of human rights abuses associated with the anti-drugs operations. Researchers investigated 33 drug-related incidents that left a total of 59 people killed in 20 different cities and towns spread across the country’s three main regions. Interviews were conducted with 110 people, including direct witnesses to extrajudicial executions; relatives of those killed; current drug users; police officers and assassins involved in anti-drug operations; local authorities; and civil society activists. Based on corroborating witness statements and other credible information, the vast majority of these killings documented in the report appear to have been extrajudicial executions. The report also paints a clear picture – Rodrigo Duterte’s so-called “war on drugs” is, in essence, a war on the poor.
