Participants: Guest: Jean Pierre Lattion, State Secretariat for Economic Affairs (SECO) Interviewer: Arianna Bondi, EUI Switzerland has many FTAs, it signed 33 FTAs with 43 partners and the Swiss Parliament wondered whether these FTAs were well used by the industry. The Swiss State Secretariat for Economic Affairs (SECO) found that 73 % of the goods imported from partner countries profited from FTAs and on the exports side 80% of the goods were cleared under preferential duty. There are differences in the utilization of FTAs depending on the partner country and the category of goods and this information has been published on the Free Trade Monitor Website. Every year, an average of 800 million Swiss francs is paid on customs duties by Swiss companies. A survey directed to importing companies was undertaken (especially in the sectors where the utilization of FTAs was low). The findings were quite interesting and unveiled that the awareness about FTAs seemed to be the main problem, companies do not have enough information. Also, customs brokers do not want to take risks, so they perform customs clearance at the ''Most Favored Nations'' (MFN) instead of the ''Preferential Treatment'' because they fear customs controls and goods stuck at the border. As Switzerland is a landlocked country, another finding showed that most goods arriving from the EU, often lose their origin as they are cleared when they enter at the EU border. As such, to circumvent the challenge of transshipment without custom surveillance making the goods lose their origin, the ‘’Territorial Principle’’ might need to be changed in Swiss FTAs.
