Wide shot four finishing press conference STORYLINE: Retired US Lieutenant General Jay Garner, who is overseeing the postwar building of Iraq, arrived in the northern Kurdish region on Tuesday, and held talks with Kurdish leaders on post-war Iraq. Garner's helicopter, which was guarded by an Army Special Forces gunner, landed in Sulaymaniyah. It was Garner's first time in the region since he ran the Operation Provide Comfort mission to coordinate humanitarian aid after Saddam Hussein crushed a Kurdish rebellion following the Gulf War in 1991. Garner travelled to the town of Dokan about 50 kilometers (30 miles) northwest of Sulaymaniyah, one of Kurdistan's picturesque regions, where he began formal talk with the leaders of the two main Kurdish groups. Garner met with Jalal Talabani, the leader of the Patriotic Union of Kurdistan (PUK) and Massoud Barzani, the leader of the Kurdish Democratic Party (KDP), which holds sway in the western part of Iraq's Kurdish region. Disagreements between the two groups degenerated into civil war in 1996 but they later found common ground as partners with Washington and in October the full Kurdish parliament convened for the first time in eight years.
