Body Cam Video Of Police Bust Strange Boat Party & Force Captain To Wear PantsOn Sunday, May 26th, 2024, at approximately 2130 hours, an officer of the Florida Fish and Wildlife Conservation Commission (FWC) was on water patrol in an unmarked police vessel in Tampa Bay, north of the Sunshine Skyway in Hillsborough County. The officer was accompanied by a fellow FWC officer. A vessel was observed heading north toward MacDill Air Force Base. The officer activated the police emergency lights to conduct a vessel safety inspection. Upon approaching the vessel, the officers noticed four occupants, all of whom were completely nude. The operator of the vessel was identified by a Florida driver's license. As the officers tied up to the vessel, they detected a strong smell of alcohol and observed several open alcoholic beverage containers near the operator’s helm, within easy reach. The officer, with a body cam recording the event, began conducting a boating safety inspection and requested the operator to retrieve the required safety equipment. During the inspection, the individual displayed numerous signs of impairment, such as difficulty with fine motor skills while opening hatches, forgetting the location of safety equipment, slurred speech, and bloodshot, glassy eyes. The entire encounter was captured on the officers' body cams. Following the safety inspection, the officer, still recording on the police body cam, questioned the operator about alcohol consumption. The individual admitted to drinking “a lot” during the day but claimed to have had less that evening. The officer then asked if the operator would consent to come aboard the police vessel for a series of exercises to determine whether it was safe to continue operating the vessel. The individual eventually agreed and boarded the patrol vessel, where the odor of alcohol became even more pronounced. With the police body cam still recording, the officer administered seated field sobriety tasks according to state-issued prepared text. During the pre-task questions, it was established that the individual was not sick, injured, under medical care, or on any medication, and had no physical or visual impairments. Pauses were made during the exercises to account for the wake of passing vessels, reducing the possibility of external interference. All of this was documented on the police body cam footage. At the conclusion of the sobriety tasks, the officer determined that the individual was impaired and unsafe to operate a vessel. At approximately 2200 hours, the individual was arrested for boating under the influence (BUI) without incident. For safety, a life jacket was placed on the arrestee, and handcuffs were double-locked, all captured on the body cam. The vessel was left in the care of family members and towed to the dock by a vessel towing service. The officer then read the state-issued Implied Consent form, explaining the consequences of refusing a breath test. Despite the warnings, the individual refused to submit to the test, which was recorded by the body cam. The individual was charged with the following: • § F.S. 327.35(1)(a) Operating a vessel while normal faculties impaired • § F.S. 327.352 Refusal to submit to a breath test The individual and their property were transported to the Hillsborough County Jail without incident, where they were left in good health, as documented by police body cam footage.
