On Thursday, December 21, 2023, amidst the steady drizzle, Venice's Rose Avenue saw a more lenient approach to the weekly cleanup of homeless encampments, adapting to the weather conditions with a spot cleanup instead of the usual comprehensive sweep. In consideration of the rainfall, the City of Los Angeles Department of Public Works and Clean Harbors Environmental Inc. conducted a reduced cleanup operation, where unhoused residents were not required to dismantle their tents or relocate but were asked to voluntarily contribute trash for disposal. Typically, Los Angeles Sanitation adheres to a strict 15-minute limit for individuals to move their belongings during thorough cleanups. However, in alignment with the rainy day protocol established by Los Angeles Ordinance 5611, today's cleanup was conducted with reduced impact, allowing the unhoused to maintain their temporary shelters and belongings undisturbed. The cooperative efforts of the sanitation teams, dressed in their distinct yellow and orange safety vests, focused on clearing voluntarily relinquished refuse without displacing the residents. The Los Angeles Homeless Services Authority (LAHSA) supported the operation, providing essential outreach services. Despite the scaled-back effort, the presence of Los Angeles Police Officers ensured safety and compliance with local regulations, reinforcing the city's commitment to maintaining public health standards while respecting the rights of its homeless population. This spot cleanup reflects a fragment of Los Angeles' comprehensive strategy to combat homelessness.
