Voters will decide August 5, 2025 whether to improve water treatment and distribution while limiting annual water rate increases to 15% and only as needed. Read more at www.cityofcape.org/water and come tour your water plant! • Our water system needs $120 million in updates through 2033 and beyond to keep water clean and reliable. We need to add capacity, replace failing water mains, and update the treatment plant. • To fund it, water customers have to pay more. We don’t qualify for state or federal grants because our rates are so low. • Water revenue CANNOT be used for anything but the water system operation, maintenance, and improvements. • We propose to limit annual increases to 15% per year, which is up to $5/month for most homes. Council is anticipated to scale back to ~5% increases in a few years. See the financial plan and your bill impact on our website. • If the Aug. 5 proposal passes, citizens retain control over their water system, rates, and billing policies. If the Aug. 5 proposal fails, the city will explore selling the water system to a business that can set its own rates to keep clean, reliable water in Cape Girardeau.
