N:M Perfect Item Splitter

An item splitter is a device that takes in items through one input and sends them to two different outputs in a defined ratio. Most are just 50/50 item splitters that send exactly half the items to each output. My design has a completely configurable split ratio that's simple to configure and can go up to 46:45, It's compact and fast - running at full hopper speed. It's also a Minecraft first as far as I know - but let me know if you find some prior art and I'll update the description. An example of where you might want to use an item splitter like this is for using kelp as fuel. 1 dried kelp block can smelt 20 items. You need 9 to make a new dried kelp block to smelt the next 20 kelp. And 11 can go off to be turned into fuel for a super-smelter. My device will allow you to easily create that 11:9 split.
