You can use any shield you want as long as it's secondary. The Re-Volter must be used as the primary shield and is needs to have the Anointment "On Action Skill Start, activate any effects that trigger on shield break or fill". Basically you are buffing your secondary shield and in turn, your weapons. One of my favorite shields is the Super Solider. I combined the Re-Volter with the Super Solider to get the shock element of the Re-Volter and the speed of the Super Solider.
