(10 Jun 1998) English/Nat British Prime Minister Tony Blair held talks in Paris on Tuesday over the future of the European Union. The meetings with French President Jacques Chirac and Prime Minister Lionel Jospin came after a morning of talks in Belgium, Germany and Luxembourg. But Blair didn't manage to avoid the looming World Cup, saying he was full of hope about Scotland's prospects in Wednesday's match against Brazil. After breakfast in Brussels with the Belgian premier, Jean-Luc Dehaene, Mr Blair travelled to Bonn and Luxembourg before arriving in the French capital, Paris. First he met French President Jacques Chirac and the Elysee Palace where the two discussed the upcoming E-U summit in Cardiff. The biannual E-U summit marks the end of Britain's six-month presidency of the Union. Blair and Chirac also discussed a joint German-French letter asking Blair to use the Cardiff meeting to correct questionable developments in the E-U, such as a tendency of some institutions to distance themselves from citizens. The letter from German Chancellor Helmut Kohl and Chirac said the E-U must not replace national, regional and local governments. Germany and France believe it is urgent to reform the operating systems of both European Commission, which runs the E-U's day-to-day affairs, and the Council of Ministers, the E-U decision-making body. After his meeting with Chirac, Blair met French Prime Minister Lionel Jospin. After the talks, Blair gave the thumbs up for a Scotland win against Brazil in Wednesday's World Cup match. SOUNDBITE: (English) "Q. Do you have a prediction for Scotland/Brazil tomorrow? A. (Jospin) Who is asked this question, the British Minister? (Blair) We are full of hope. (Jospin) I told the Prime Minister that I would represent himself as the supporter of Scotland but don't say so to my Brazilian president friends! (laughter). However, the Duke of Edinburgh and his grandson Peter Phillips are expected to be at the game as well as Sean Connery, Billy Connolly and Rod Stewart.
