It’s written into the Strategic Biodiversity Offset Framework Plan, a five-part document produced by consultants and backed by the Mossel Bay Municipality and the Western Cape provincial government. The plan forces homeowners to: • Rezone parts of their land into conservation areas • Transfer those areas into the control of a Master HOA • Pay annual levies to fund conservation management And here’s the kicker: Mossel Bay is DA-run. That’s right — not the ANC, but the Democratic Alliance.
