Editing video on a cheap $200 Windows PC or Tablet - Low end Atom Bay Trail Processor

Is it possible to edit video on a cheap $200 Windows PC or tablet? Yes but don't expect too much beyond string clips together and doing some color correction. In this video I use Windows Movie Maker to edit together some 1080p 60 footage and export it on a ~$200 Intel Atom Bay Trail powered computer. While the editing process is smooth exporting to YouTube or another video service is very slow and cumbersome. I would not recommend doing anything more than what I'm doing in this video - rendered scenes with After Effects and game capture are out of the question.
