AGENDA 1. Call to Order 2. Roll call/Attendance 3. Potential approval of prior meeting minutes: August 18, 2025 4. Public Comment 5. Federal Certification Review: As required every four years, the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) will be conducting a certification review of the transportation planning process conducted by the Cape Cod Metropolitan Planning Organization for the Barnstable urbanized area. FHWA and FTA staff will describe the review process and highlight opportunities for public participation. 6. Federal Fiscal Years (October 1 – September 30) 2026-2030 Transportation Improvement Program (“TIP”) Development TIP Amendment 1: Staff will describe the draft 2026-2030 Transportation Improvement Program (TIP) Amendment 1, which would add additional funding for the Harwich Elementary Safe Routes to School project (#610670) to match updated design cost estimates. Committee members may vote to release draft TIP Amendment 1 for public comment. 7. Cape Cod Canal Bridges Program: Massachusetts Department of Transportation staff will provide an update on the status of the Cape Cod Canal Bridges Program, a program that will include the eventual replacement of the Bourne and Sagamore bridges, as well as improvements to the approach roadway networks. 8. Transit Needs Assessment: Cape Cod Commission staff will describe the ongoing Transit Needs Assessment for Cape Cod which includes an online survey and comment tool to study the public transportation needs of the Cape Cod region. 9. Reports: Massachusetts Department of Transportation staff will discuss the status of the Transportation Improvement Program projects. Cape Cod Regional Transit Authority staff will report on the status of current and future projects and initiatives to improve public transportation services on Cape Cod. Cape Cod Commission staff will report on upcoming public meetings, and available grants including Safe Routes to School and Municipal and Tribal Technical Assistance grants. 10. New Business: Topics not reasonably anticipated by the Chair more than 48 hours before the meeting. 11. Adjourn
