Legislative and agency scorecards have been successfully used by the CEEJH, NAACP, ACLU, and other organizations to hold state agencies and policymakers accountable to their constituencies. In this session, CEEJH staff will discuss the 2022-2023 iteration of its Agency scorecard and 2024 iteration of its Legislator scorecard to see if substantial improvements have been made (impact assessment), and to hold both agencies and policymakers accountable on pressing environmental justice issues. These scorecards also incorporate elements of President Biden’s Justice40 Initiative, which aims to allocate 40% of the overall benefits of certain federal investments to disadvantaged, underserved communities hit hardest by environmental injustice, particularly communities of color. CEEJH staff will discuss the benefits of their scorecard series but also challenges and limitations. CEEJH will also share best practices that can be implemented so others in states without scorecards or other accountability mechanisms can also hold their agencies and legislators accountable in advancing environmental and climate justice. After participating in this session, attendees will be able to: Identify and track the progress of Maryland state agencies and policymakers in addressing environmental justice concerns Provide transparency and accountability to the public on how Maryland is addressing environmental justice Empower communities to advocate for environmental justice and hold state agencies and legislators accountable
