Army Lieutenant Caron Nazario was stopped by Windsor, Virginia Police at gunpoint for failing to display tags although the temporary tags for his newly purchased vehicle were properly displayed in the rear window of his vehicle. He was pepper-sprayed and eventually tackled to the ground. Lieutenant Nazario was later released without any criminal charges and subsequently filed a civil rights suit against the officers because of the incident.
