The last 50 years have seen tremendous advances in policies that increase the civil rights of, and improve access to care for, children with autism and other disabilities. While these policies represent a tremendous step forward, they have not resulted in commensurate improvements in quality of care. Outcomes for children with autism still lag far behind what has been demonstrated in university-based intervention trials. In this presentation, using school-based interventions as an example, Professor David Mandell proposes a quality and outcome-oriented way of thinking about disability policy and its implementation in the public sector.
