"Ed" Eberhart "Re-writing the Rules of Engagement: Homeland Defense in the Global War on Terrorism On Friday, April 23, City Club welcomes General Ralph E. ""Ed” Eberhart for a conversation about North American security in an age of worldwide tension. In an effort to strengthen, expand, and better coordinate homeland security, the Pentagon last September selected Eberhart to head its newly created Northern Command, or Northcom, a 500- employee, $81-million unified command charged with defending the U.S. homeland against potential political threats as well as natural disasters. Does Northcom's increasing authority and growing network provide Americans with a stronger safety net that ultimately secures freedom? Or have American civil liberties become caught up and threatened in the process of collaboration? ""Ruthless and resourceful enemies seek to threaten the nation with new technologies, dangerous weapons and nontraditional tactics that exploit our freedoms,"" reads the Northcom Web site (www.northcom. mil ). ”The historical insularity of the U.S. has given way to an era of new vulnerabilities, and enemies will strike the U.S. in new and unsuspecting ways. Northern Command takes the homeland defense missions being performed by other Department of Defense organizations and puts them under a single command."" Gen. Eberhart is Commander of the North American Aerospace Defense Command and the U.S. Northern Command at Peterson Air Force Base, Cola His staff experience includes positions with the Air Force, Tactical Air Command, Joint Staff Air Combat Command, Air Force Space Command, and U.S. Space Command. Gen. Eberhart has commanded a flight, squadron, wing, numbered air force and two major commands, as well as one sub-unified command, two unified commands and one bi-national command. While commander of the 363rd Tactical Fighter Wing during Operation Desert Shield, the unit established the theater's initial air-to-ground combat capability from a forward operating location. While serving as the Commander of U.S. Forces, Japan, he was awarded the Grand Cordon of the Order of the Sacred Treasure by the Emperor of Japan. As a command pilot, he has logged more than 4,500 hours, primarily in fighter and trainer aircraft, including 300 combat missions as a forward air controller in Vietnam. "
