But only for some... “Residential safety maps” were created by the HOLC to classify neighborhoods into four categories, depending on “detrimental” and “favorable” influences. There is no surprise that economic and racial demographics are used for classifications. Private Banks adopted this color-coded system and would deny home loans for residents in areas considered ''risky'.
