On July 24, 2017 at approximately 12:20 am, the an unknown black male along with an unknown white female, were captured on surveillance video in the area of 1300 East Passyunk Avenue when they and the victim were involved in a verbal dispute over parking. Sometime later, while the victim was sitting on a step, the female suspect sprayed the victim in the face with pepper spray. Both suspects then fled in a black Hyundai SUV bearing a Maryland registration plate in an unknown direction. If you see this suspect do not approach, contact 911 immediately.
