Webinar Overview: This Tax Collection Policy was developed to provide guidance to staff and Council on the procedures pertaining to the collection of taxes for all property owners within the Municipality. It also supports the fair and equitable practices when collecting overdue taxes by outlining a standardized approach as to how payments should be applied. The policy presented will provide you with a living document that can be adapted or modified to suit the various needs of any municipality. This webinar will provide for a fuller understanding of what a typical tax policy should include and why all municipalities should have one. You will learn the steps involved to develop a policy, including information gathering, working with key personnel, potential barriers or issues during implementation, and how to adjust the tax template accordingly. Who Should Attend: This webinar would be most beneficial to Council, Chief Executive or Administrative Officers, Treasurers, and staff who are responsible for day-to-day operations and/or management of tax arrears within a mid-to-smaller municipality. You will learn how to: Build a policy that upholds a Municipality’s processes and procedures as they relate to taxation. Overcome various issues that may arise and identify any knowledgeable and useful resources. Effectively answer inquiries about tax billing, payments, collection of arrears, and write-offs. Make consistent, unbiased decisions and eliminate individual case deviations relating to tax procedures. Develop standardized notices to be used for taxes that are one, two and three years in arrears. Clarify the roles, responsibilities and accountabilities of staff personnel according to The Municipal Act, S.O. 2001. TOOLKIT: You will receive a tax policy process guide and template to use within your municipality. About Your Speaker: Carly Bulger, BBA, Shared MFOA Finance Intern, Township of North Dundas / Municipality of South Dundas. After receiving her degree, Carly has enrolled into part-time professional studies with CPA (CGA) while focusing full-time on her early municipal finance career. As part of the Municipal Finance Internship Program, she has put together a Tax Collection Policy that is specific to each municipality as her project deliverable. Her knowledge of the municipal taxation process comes from online research, networking, first-hand experience, and through the direction of her mentors.
