Women call for better snow and ice clean-up after death, injuries

(11 Feb 2011) SHOTLIST 1. Various of icicles on the building 2. Wide of cathedral 3. Wide of monument, cathedral in the background 4. Mid of females in helmets and with snow shovels, tilt down to shovels 5. SOUNDBITE: (Russian) Eva Tornado, activist, "X-Z" female movement: "We have experienced this snow since last November. The (city) administration, the municipal services management companies and others do nothing to solve the problem. You see, we are still in snow. However the people reacted, whatever public figures wrote (to the authorities) - nothing changed. So we decided to come out on our own. Maybe it will serve as an example to some males and they may come to help and make our city cleaner." 6. Close of shovel, tilt up to a "X-Z" member shovelling snow 7. Woman walking in snow covered square 8. Close of emergency clinic sign, reading: (Russian) "Round-the-clock Trauma Centre" 9. SOUNDBITE: (Russian) Elena Kantorovich, make-up artist: "There were so many incidents, so many deaths for this period, and nothing has changed since then. I came out of hospital and was in shock because earlier when I would drive to work, I was bedlam, but now it has got even worse. Of course I may became biased, but it seems to me everything has got much worse - there is more dirt, more pieces of ice, more chaos." 10. Sign on the wall, reading: (Russian) "Beware Icicles" 11. Close of icicles on roof 12. Various of municipal workers clean the roof 13. Setup of Vlladimir Zuykov, member of City Council, speaking on telephone 14. Close of his hands and documents 15. SOUNDBITE: (Russian) Vlladimir Zuykov, member of St Petersburg City Council: "To blame are the personnel, equipment, and the transfer of the problem to private hands, to private companies which were totally unprepared and failed to cope with the task (of cleaning the city from snow). This is important. Even if the city rented them the equipment, the question is if there was enough of it. As for the government, the preparation was not sufficient. Especially painful was the failure to deal with icicles." 17. Wide of man shovelling snow off the roof 18. Wide of court yard, cars deep in snow STORYLINE Young female activists gathered in St. Petersburg on Thursday to demand that the city authorities take action and remove the ice and snow from their city's streets and squares that have resulted in dozens of injuries and the death of a six year old child, according to a Russian news agency. Itar-Tass reported last month that a six year boy was killed when the child was struck by a falling block of ice and a criminal investigation has since been launched. In addition to that the local hospital has reported treating more than 200 people with injuries they sustained from the snow and ice. Members of the "X-Z" movement, a group of mini-skirted, high-heeled young women gathered in the city centre with snow shovels on Thursday to demand that the city authorities immediately improve the way they clean up the snow and ice during Russia's notoriously long and cold winters. The group's spokeswoman, Eva Tornado, also claimed that tourism experts say foreign visitors avoid St. Petersburg in the winter because of the city's inability to deal with its snow and ice. The heavy snow that has covered the city since last November has at times reached a depth of around 2.7 metres (8.8 feet) in the city centre and with constant fluctuating temperature that has led to huge icicles hanging from roofs. A City Council member, Vlladimir Zuykov, said he thinks the problem lies in lack of equipment and personnel to deal with the harsh Russian winter.
