Between 2019 and 2030, the number of persons aged 60 years or over is projected to grow by 38%, from 1 billion to 1.4 billion. Elderly abuse is a problem in both developing and developed countries yet is typically underreported globally. Studies have shown the prevalence rates range from 1% to 10%, about 1 in 6 elders experienced some form of abuse in 2017, and most cases were unreported. World Elder Abuse Awareness Day (WEAAD) is commemorated on 15 June annually to highlight one of the worst manifestations of ageism and inequality in our society, elder abuse. Individuals and community organisations worldwide come together on this day to raise awareness of elder abuse. Australians are also coming together to promote and safeguard the rights and dignity of seniors by wearing the purple colour for WEAAD. So what is elder abuse? Elder abuse is any act that causes harm to an older person and is carried out by someone they know and trust, such as a family member or friend. The abuse may be physical, social, financial, psychological or sexual, including mistreatment and neglect. In many non-English speaking communities, elder abuse continues to be a taboo, mostly underestimated and ignored by societies worldwide. Victims often choose to ignore or tolerate this kind of behaviour due to the traditional Eastern cultural values. As we may know, the Western style of thought is characterised as embodying the value of individual distinctiveness or independence. In contrast, Eastern thought displays the value of harmonious social relations. Young people need to care for the elderly; therefore, older adults must make sacrifices for the greater good. Many seniors also believe the concept of dirty laundry cannot be made public. However, evidence is accumulating to indicate that elder abuse is an important public health and societal problem. Chung Wah Community Care (Chung Wah CC) supports people to better integrate into the communities. Through the World Elder Abuse Awareness Day, seniors can gain a better understanding of this topic. If you believe you or someone you know is a victim of elder abuse, please contact Chung Wah CC or helpline: 1300 724 679. 认识虐待老年人问题世界日 虐待长者是一个全球性的社会问题,影响着世界各地数以百万计长者的健康与人权。全球 60 岁及以上的人口数目,估计将从 2019 年的 10 亿增加到 2030 年的 14亿,增幅高达 38%。由于许多国家都正在经历快速的人口老龄化,虐待长者的现象日趋严重。根据 2017 年的统计:平均每 6 名长者,就有 1 人经历过不同形式的虐待,但大部份的个案都未有举报。 联合国将每年的 6 月 15 日定为「世界关注虐待长者曰 (World Elder Abuse Awareness Day, WEAAD)」, 旨于提高公众对虐老问题的关注,并让各界人士齐心协力地站起来反对虐老的行为。澳洲各地纷纷响应,举办相关活动推广关注虐老这社会问题。在西澳,人们穿戴代表 WEAAD 紫色的服饰表示支持。珀斯著名的地标也亮起紫灯响应。 虐待长者有不同种类的形式,包括财政虐待、精神虐待、情感虐待,更甚的是肉体和性虐待。财政虐待是最常发生的形式,其虐待行为包括盗取长者的金钱,强迫他们更改遗嘱、签署银行文件,甚至以授权书控制长者的财产及法律权益。虐待长者这一课题在非英语背景的华人社区是一个禁忌和敏感的话题。绝大部份虐老个案中的施虐者是受害长者所信赖的家人。长者由于语言障碍和文化背景关系,受害者大多数选择哑忍和隐藏受虐的问题。传统华人一般受到儒家思想和东方传统价值观潜移默化的影响。儒家礼教主张「老有所养」、「老来从子」,更强调「无羞耻之心,非人也」。东方传统价值观看重家庭(或群体)的需要远远超过个人的需要。「牺牲小我,完成大我」的观念,深入民心。华人的传统思想和价值观令长者拒绝相信或无视虐老行为的存在。他们深信「老有所养」是理所当言的。假如子女不孝,长者一般会认命,把问题归咎于命运的不公。更甚,部份长者相信今生前世,轮回之说。他们将今生的不幸遭遇,视为前生造孽的果。儒家的「羞耻之心」,驱使长者们深信「家丑不可外扬」这道理。虐老问题也因此秘而不宣。东方和西方的价值观大大不同。例如: 在西方文化长大的小孩一般会认为「偷」是错的行为,但来自东方文化背景的小孩则会考虑「偷」所带来家长蒙羞的后果。西方文化往往强调个人权益,而华人社会更重视家庭权益。 中华社区服务(中华 CC)辅助华人社区人士更容易地融入澳洲社区。通过关注虐老讲座,长者更深入地认识虐老问题和了解他们应有的相关权益。如果你觉得自己或身边的朋友是受虐长者,请尽快联络中华 CC 或直接拔打西澳长者虐待热线:1300724 679。 ** About Chung Wah Community Care ** Chung Wah Community Care is a not-for-profit organisation under Chung Wah Association and is dedicated to improving the quality of life of individuals from diverse backgrounds, especially non-English speaking background, in Western Australia.
