Tony Salamé made a crazy bet by buying the ruins of the bombed buildings in the city center. The Lebanese capital has indeed become the rallying point for the Middle East's jet set. But these posh neighborhoods are an ultra-secure enclave in a city that lives in fear of attacks and remains torn between East and West. South Beirut is controlled by Hezbollah.
