They are found from the white suit NERO employees from the NERO sites. I suggest you do not bother with collecting these until you have completed the game and have obtained the recipe. You cannot craft the item until then. There is no way to track which IPCA Tech you've collected from each location, only the number of them. So it is easier to collect them all in one go. Secondly, some IPCA Tech requires access to some regions that may be blocked off to you during the main story. All areas will be unlocked post-game. Some IPCA Tech will also require the Nitrous boost bike upgrade, which requires certain credit and trust levels.
