It is located in the upper valley of the Cem river near Vermosh, which is Albania's northernmost village. The Kelmendi region is located in the District of Malësi e Madhe in northern Albania, situated in the northernmost and most isolated part of the country. Leqet e Hotit is a pass in the district of Shkodra, at an altitude of 730 m, through which passes the road of Malësia e Madhe that goes from Shkodra to Vermosh. It connects the karst plain of Hani i Hotit with the valley of Cem and divides the peak of Mështjerra (1447m) in the southeast with that of Bukovik (1232m) in the northwest. It descends with numerous meanders in the valley of Cemi for 500 m. It has tectonic-erosive origins. The Cem is a river that rises in Kelmend, Albania and after nearly half of its length crosses into Montenegro, where it flows into the River Morača near the capital Podgorica. The Cem is fully formed at the confluence of its two tributaries the Vukël Cem and the Selcë Cem. It passes mostly through limestone terrain with many karstic formations. These features of the Cem's basin have their origin in the tectonic activity. The terrain through which it flows in its 58.8-kilometre (36.5 mi) course, is at an elevation of more than 1,250 m (3,900 ft) and can reach as low as 50 m (160 ft). It passes through narrow valleys and steep canyons, where waterfalls are formed. The Cem is one of the last free-flowing rivers in Europe. The river's basin is a source of very high biodiversity, and hundreds of plant and animal species live along its banks. The Cem has a continental climate in its upper part and a Mediterranean one. The annual temperature averages in January being the coldest month at -3 °C and July the hottest at 20 °C. Water temperatures range from 5 °C in the spring to 13 °C in the summer. Tamarë is a settlement in the former Kelmend municipality, Shkodër County, northern Albania.
