Stephen Armstrong, the current U.S. Senator, is the patron of World Marshal Inc., its de facto CEO, and its most powerful warrior. An extremely nationalist, patriotic, and libertarian personality, Armstrong often expressed a desire to "reclaim the American dream" by instigating another American revolution after the Liquid Ocelot uprising and the actions of patriots that weakened America. Members of the government suspected Armstrong in connection with the Desperado Enforcement, but could not provide the necessary evidence. Armstrong of course was a sponsor of Desperado, unofficially, of course. Officially, he came to inspect the laboratories of Desperado, for illegal actions. When Raiden himself fought his way into World Marshal Inc., He learned that Armstrong was planning a new war. Armstrong himself secretly went to Pakistan to kill the current US President Hamilton and frame Desperado. But the plans changed, as the best fighters of Desperado Enforcement referred to as "winds of destruction" were unable to stop Raiden. Instead, Armstrong made sure that all the military personnel at the air base were killed by Pakistani extremists, and the photo materials were distributed online.
