Former Bureau of Narcotics Enforcement Special Agent Steve Duncan takes us on a journey sharing the life story of Gustavo Rivera AKA El P-1. Gustavo Rivera grew up in Chula Vista, California, graduated from Bonita Vista High School. After his graduation he began selling drugs with neighborhood friends. By 1985, he was working with one of the most powerful drug lords in Tijuana, Javier Caro-Payan, AKA El Doctor. He eventually was arrested and sent to federal prison where he befriended David Barron AKA Popeye and Oscar Paez Martinez the brother of the famous AFO Hitman Arturo “Kitty” Paez. It was in that federal prison that he formed a friendship and alliance with the Arrellano Felix Drug Trafficking Organization. also known as the AFO. David Barron and Rivera were released in 1989. Upon their release they began a major Methamphetamine distribution network in San Diego. In 1993, Rivera was arrested for selling a several pounds of meth to an undercover DEA Agent. He was able to plea down his charges serving only three years. In 1996, after his release on federal parole he absconded and crossed the San Ysidro border into Tijuana. Once across the border he Joined David Barron who was the chief assassin for the AFO. A year after Rivera’s arrival, Barron was killed by a stray bullet from his own men during the assassination attempt on Jesus Blancornelas. Rivera immediately worked his way into a leadership role within the AFO leading a crew of assassins, extortionists and kidnapping crews. He is responsible for of hundreds of deaths and executions performed by his group of assassins. Today we will hear Steve Duncan share some of those cases; the investigation and arrest of Rivera in La Paz, Baja California.
