1. How are diplomats appointed? I have been using the male pronoun for diplomats and ambassadors. This is wrong, a disservice to the numbers of women that join foreign services across the world today. The first woman ambassadors were appointed in the 1920s. Now in Scandinavia and elsewhere, foreign ministries have more women than men. Elsewhere too, the number of women has grown. First: How are diplomats selected? In many countries this profession was dominated by aristocrats,. For example, in Thailand men, and later women, belonging aristocratic families dominated the foreign ministry. Today their diplomats come from all walks of life. In Britain, they mainly came from Oxford and Cambridge. Now, the majority are from redbrick universities. Increasingly, in developing countries new entrants come from interior regions and poor families. Second: Why do foreign ministries appear exclusive? There was an air of privilege, or an ivory tower, but that too is changing. The work demands connections with a huge range of stakeholders, especially those not connected with the government. Foreign ministry increasingly take in experts on contract, who bring with them their domain expertise. In Italy the foreign ministry sends diplomatic advisers to most ministries. They act as a bridge. Third: Foreign ministries also practice “in” and “out” placements, receiving officials from other agencies into the foreign ministry, and sending their officials to work in other ministries.
