Woman dragging rubbish cart through street STORYLINE: Cambodians are preparing polling stations ahead of Sunday's elections for village councils. The first local polls in the country are designed to spread democracy at grass-roots level. About five point two (M) million people are eligible to vote to elect representatives to the one thousand and 621 governing councils for communes, or village clusters. Communes are currently ruled by chiefs appointed by the government. For the first time, the EU has sent a team of observers to monitor the elections. They have got more than 100 observers placed all over the country. But there are concerns that violence could undermine the elections by not allowing people to cast their votes free of fear. At least 20 opposition party members (from the Funcinpec and Sam Rainsy parties) have been killed.
