As President Donald Trump marks one year into his second term, his foreign policy is drawing sharp global attention — especially under what’s now being called the “Donroe Doctrine.” From an assertive military move in Venezuela to expanding strategic pressure across Latin America and the Arctic, Washington's actions signal a bold shift in U.S. global priorities. Trump’s recent comments dismissing international law in favor of his own moral compass, coupled with tariffs on European allies, are rattling the foundations of the rules-based world order. With the largest-ever U.S. delegation headed to the Davos Forum, questions are arising about America’s long-term strategy, its alliances, and the regional balance of power — including here in Northeast Asia, where Taiwan and North Korea factor into Trump’s unpredictable calculus. For more on this, we connect to Min Jeong-hun, a professor at the Korea National Diplomatic Academy. Welcome. Also joining us is Daniel Connolly, an associate professor of international relations at Hankuk University of Foreign Studies. Good to see you. 1. (Min) President Donald Trump will mark the first anniversary of his second term in office on January 20, U.S. time. To start us off, how would you evaluate the overall direction of the Trump administration’s foreign policy over the past year? 2. (Connolly) Adding to that, the U.S. launched a military operation in Venezuela earlier this year. In your view, what kind of shift or meaning does this move carry in the context of President Trump’s "America First" strategy in his second term? 3. (Connolly) Let’s take that further — how would you define what Trump calls the “Donroe Doctrine”? And what are the key differences between this and the original Monroe Doctrine? 4. (Min) The scope of U.S. pressure seems to be widening — moving beyond Venezuela to countries such as Mexico, Colombia and Greenland. What’s the strategic background behind targeting Greenland and Latin America? 5. (Connolly) On that note, President Trump announced a 10% tariff on eight European countries that have sent troops to Greenland. How do you think this move will influence how America’s European allies respond and position themselves going forward? 6. (Min) In a recent interview with The New York Times, President Trump said, “We don’t need international law — my morality alone is the check.” What kind of impact do you think this mindset could have on the U.S.-led rules-based international order and its alliance system? 7. (Min) Let’s now bring the focus to Northeast Asia. If American attention remains fixed on the Western Hemisphere, how might that shift affect the strategic landscape here in Northeast Asia? And more specifically, President Trump recently said, “The Taiwan issue is Xi Jinping’s decision.” How do you interpret that statement? 8. (Connolly) North Korea strongly condemned the U.S. for its operation to detain Venezuelan President Nicolás Maduro. How could the Donroe Doctrine — and Trump’s unpredictable military posture — shape Pyongyang’s future strategy toward Washington? 9. (Min) Finally, in this emerging international landscape defined by Trump’s Donroe Doctrine, what direction should South Korea take in terms of its foreign and security policy?
