After the fall of Superman’s Regime, Barry Allen (The Flash) returns to a world still deeply divided between heroes who followed Batman and those who remained loyal to Superman. Although Barry was pardoned for his role in the Regime, public trust is still fragile. Many people are not eager to forgive him, even though he helped dismantle Superman’s dictatorship. As part of his pardon agreement, Bruce Wayne arranges for Dr. Randall to take Barry in under a form of house arrest. One of the conditions is that Barry is not allowed to use his powers, meant to prove he is serious about accountability and rebuilding trust. That fragile peace is shattered when a distress call comes over the radio: Metropolis is under attack. Brainiac’s invasion has begun. Dr. Randall asks Barry how fast he can get there, pointing out that no one is going to care about a technical violation of his pardon when the city is being destroyed. Barry doesn’t hesitate — he breaks his restrictions and races to Metropolis. There, Flash begins stopping Brainiac’s drones, which are harvesting knowledge and data from the citizens of the city to add to Brainiac’s vast collection. However, it’s revealed that Gorilla Grodd anticipated Flash’s intervention. Grodd had secretly warned Brainiac and assured him that his villain alliance, The Society, would handle the Flash. As Barry fights through the invasion, Deadshot attacks at the perfect moment — firing when Barry is mid-decision. The shot hits Barry in the leg, slowing him down. Captain Cold (Leonard Snart) immediately freezes the injured limb, preventing Barry’s speed-force-assisted healing. Snart is still furious over Superman’s Regime, which murdered his friends and his sister, and he takes out that rage on Barry. Flash eventually defeats him, but the danger isn’t over. Deadshot attacks again and reveals that he is acting under duress. Grodd implanted a nano-explosive in his brain, forcing him to obey or die. Even as an assassin, Deadshot never wanted to become Grodd’s slave. Meanwhile, back in Gorilla City, Catwoman reveals herself as Batman’s mole inside The Society. She breaks her cover to free Harley Quinn, and together they fight their way through Grodd’s guards to escape. Back in Metropolis, Barry defeats Deadshot — but then time itself seems to warp as Eobard Thawne, the Reverse-Flash, appears. Thawne reveals that because of Superman’s Regime, he is now trapped in this timeline. One of his ancestors was killed during the Regime, creating a paradox that prevents him from returning to his own era. With nothing left to lose, Thawne decides to stay and torment Barry. After being defeated, Reverse-Flash retreats, vowing to continue making Barry suffer. Shortly after, Green Lantern (Hal Jordan) arrives. Tension is high, since Hal once abandoned his friends and joined Sinestro’s Corps. Hal explains that after being imprisoned by the Guardians of the Universe, he was retrained and forced to confront his fear, earning a second chance. He and Barry fight — not out of hatred, but to work through their anger and distrust. Barry admits that both of them still have a long way to go before the world will trust them again. The chapter ends at the Batcave, where the heroes regroup with Batman. Bruce is reluctant to allow Hal to join them, but Hal insists that the Guardians would never have returned his ring if he didn’t deserve another chance. Even if Batman doesn’t trust him, Hal says he will defend Earth anyway. Batman finally allows him to help and sends Hal to recruit Aquaman. As Hal leaves, he comments that he never liked being dragged into Superman’s Regime in the first place.
