Jesse Winchester is an American singer-songwriter who was raised in Louisiana and Mississippi but moved to Canada in 1967 to avoid the Viet Nam war draft. He started working as a musician in Canada and recorded his fist album, Jesse Winchester, in 1970. Robbie Robertson produced the album and played guitar, and Band mates Rick Danko, Richard Manuel and Levon Helm also contributed their skills. "Biloxi" is a lovely song filled with longing for a place he believed he might never see again. Jesse became a Canadian citizen in 1973, gained amnesty in the U.S. in 1977 and settled in Virginia in 2002. He released several albums during the 1970s. However, due to his status as a draft dodger, he was unable to tour in the United States, and became recognized primarily as a songwriter. His work has been covered by numerous artists, including Elvis Costello, Jimmy Buffett, Joan Baez, Rosanne Cash, Jerry Garcia, Fairport Convention, Emmylou Harris, Ronnie Hawkins, Nicolette Larsen, Ted Hawkins, Ian Matthews, and Tom Rush. Jesse's first appearance in the U.S. was a sold out performance in Burlington Vermont on April 21, 1976. Rolling Stone magazine covered the event and called Jesse "the Greatest Voice of the Decade". He was nominated for the Best Country Male Vocalist award at the Juno Awards of 1990. He received a Lifetime Achievement Award from the American Society of Composers, Authors and Publishers in 2007.
