Bruce Abramski, a former police officer, agreed to buy a handgun for his uncle, who could lawfully own firearms, because Abramski could obtain a discount. He bought the gun from a federally licensed dealer in Virginia, filled out the required federal form, answered that he was the actual buyer, and then transferred the gun through a Pennsylvania dealer to his uncle. After a separate investigation led police to search Abramski’s home, they found the receipt documenting the transfer and federal charges followed. The case asked how federal gun-purchase rules apply when the person standing at the counter is buying for someone else. The legal question was whether a buyer makes a material false statement by saying he is the actual purchaser when he is really acquiring the gun for another lawful purchaser, and whether that answer concerns information the dealer is required to keep in its records under federal law.
