Matthew Bell: Regulation and competition for designated services

Following Paul Johnson's presentation in which he considered how distinct health care is from other regulated industries where competition has been successfully introduced, Matthew Bell talks specifically about how to apply the lessons which have emerged from this experience to health care. He moves on to focus on an issue at the heart of the proposed NHS reforms -- that of designated services -- and how regulation and competition will work across these services.
