Odisha Govt Empowers Collectors, Sidelines Gram Sabha in Project Implementation

District Collectors in Odisha are now empowered to implement projects recommended by MLAs without requiring Gram Sabha approval. The Panchayati Raj Department issued guidelines stating that if a Collector feels a necessary project is missing from the "Bikashit Gaon, Bikashit Odisha" scheme, they can include it. Additionally, if MLAs recommend projects not on the list, the Collector must include them in the annual action plan, up to 40% of the allocated funds for the block/gram panchayat. This follows a March 11 amendment to previous guidelines allowing MLAs/MPs to recommend projects up to 20% of the total project cost. The BJP government's move contrasts with the BJD's "Ama Odisha Naveen Odisha" scheme, criticized by the BJP for bypassing Gram Sabhas. Questions are being raised about why the guidelines were changed twice in a month and why MLA-recommended projects are not subject to Gram Sabha review.
