I did decide to dip the bottom of the net pots in water to jump start the wicking process. The water very quickly moved up the napkins. It may take a day or two for the soil to be saturated. One thing I've learned from observing the little lettuce pots is that the plants can be happy in soil that may be more moist than you see in a typical garden situation. It may be that the rapid growth in hydroponic systems is due to the plants getting as much moisture as they can handle rather than running dry most of the time.
