Suspect flees Arkansas State Police to avoid 4TH DWI - Pursuit ends in crash & TASER deployment

Trooper's Report: On September 29th, 2025, at approximately 09:49 P.M., I, Trp. John Bucher #27 was patrolling Interstate 40 near the 154-mile marker when I observed a grey Jeep Grand Cherokee, displaying a fictitious tag AR ANJ90H, that returned to a white 2010 Dodge Caliber, accelerate, and begin traveling at a high rate of speed. I activated my front radar and observed a speed of 85 mph in a 60 mph zone. I got behind the vehicle and as we were taking the ramp to Interstate 30 westbound, I observed the vehicle veer to the right and began traveling in both lanes straddling the white dotted line. I observed the vehicle veering to the right again, crossing over the solid white line, and entering the right shoulder. I observed the vehicle failing to maintain its lane, veering from right to left. I activated my emergency lights to initiate a traffic stop on Interstate 30 westbound near the 141-mile marker. I observed the vehicle begin to pull over to the right and stop partially in the right lane. Upon my initial approach, I observed the driver, later identified as ANDREW REAMS, not wearing his seat belt. I observed Mr. Reams had bloodshot and watery eyes and noticed an odor of alcohol coming from the vehicle. I asked Mr. Reams to exit the vehicle; he hesitated at first and was trying to manipulate his phone. Mr. Reams exited his vehicle and was brought to the front of my vehicle. While speaking with Mr. Reams, I could smell the odor of alcohol coming from him, and he had slightly slurred speech. I told Mr. Reams to sit down on the guard rail while I retrieved my PBT from my vehicle. Mr. Reams then ran to his vehicle, put it in drive and accelerated away from the traffic stop at a high rate of speed. It was apparent to me that Mr. Reams was fleeing. I activated my emergency siren and advised Arkansas State Police Troop A dispatch that I was in pursuit. Mr. Reams reached speeds of approximately 110 mph in a 60 mph zone while swerving all over the roadway. Mr. Reams took the 140-mile marker exit and ran the red light at the intersection of E 4th Street and the exit ramp. While going through the intersection, Mr. Reams ran over the concrete island, causing damage to his passenger-side tires. Mr. Reams continued fleeing southbound on the I-30 service road. As Mr. Reams approached the red light at the intersection of the I-30 service road and E 6th Street, he struck the rear of another vehicle that was stopped at the intersection causing disabling damage to the front passenger side of his vehicle. After striking the vehicle, Mr. Reams continued to flee southbound. Due to disabling damage, Mr. Reams' vehicle came to a stop. Mr. Reams exited his vehicle and continued fleeing on foot. He ran west across the road and entered the Holiday Inn parking lot. I pursued Mr. Reams on foot and gave him commands to stop or he would tased. Mr. Reams failed to obey commands and continued to flee. I utilized my taser to prevent Mr. Reams from fleeing further. Mr. Reams was struck by a taser probe in the upper left back area and the left butt area. The taser probes had a good connection, and Mr. Reams fell forward onto the asphalt. I took Mr. Reams into custody without further incident. An ambulance was called to treat Mr. Reams, and he was transported to the Baptist Health Medical Center by MEMS. Mr. Reams was medically cleared, and I transported him to the Pulaski County detention center, where he was booked in on the following: 5-54-125(d)(3) Fleeing – vehicle or conveyance- substantial danger or death 5-54-125(c) Fleeing – on foot 5-65-103 Driving while intoxicated 4th 5-13-204 Aggravated Assault 27-50-308(b)(1)(B) Reckless Driving – 1st 5-71-218 Open container containing alcohol in motor vehicle 27-53-102 Accidents involving damage only to vehicle or personal property of another person – Removal of vehicle 27-14-701 Owner fail to register vehicle - expired tags 27-22-104 No liability insurance 27-14-306 Fictitious tags 27-50-302(7) Speeding – more than 15 mph over limit 27-37-702 No seatbelt 27-16-303 Driving on suspended license
