02/19: From Plans to Preparedness: Using GenAI as a Practice Partner in the Public Sector

The wildfires are burning—how do we respond? Cities have plans, but are they truly prepared? In a world of rapid change and emerging challenges, public sector organizations need more than plans—they need readiness. This workshop introduces GenAI as a “practice partner” for governments, offering a low-cost, high-impact way to prepare for extreme weather events, misinformation campaigns, and other complex emergencies. Participants will explore how GenAI can be used to run dynamic scenario exercises, tabletop simulations, and role-playing activities that adapt in real-time. These exercises help teams build agility, improve collaboration, and strengthen their capacity to respond to the unexpected. Drawing from real-world examples, including a recent wildfire scenario run for city managers, this session will show how GenAI can help public sector leaders practice and refine their responses, becoming more adaptive and prepared for emergent futures.
