#dineshkanji #donladtrump #narendramodi #tradedeal #piyushgoyal नोव्हेंबर अखेरपर्यंत भारत आणि अमेरिका यांच्या दरम्यान करार होणार’, असे वाणिज्य मंत्री पियूष गोयल यांनी काही दिवसांपूर्वी जाहीर केले होते. हा मुहुर्त जवळ येतो आहे, प्रत्यक्षात तसे काही चित्र दिसत नाहीत. अमेरिकेने रशियाच्या तेल कंपन्यांवर निर्बंध लादून अधिक कठोर भूमिका घेतली आहे. त्यामुळे भारत आणि चीन या दोन्ही देशांची पंचाईत होणार आहे. दुसऱ्या बाजूला चीनवर टेरीफचा फास आणखी आवळण्यात येतो आहे. या पार्श्वभूमीवर ग्लोबल साऊथमधील देशांनी एकत्र आले पाहीजे, अशी हाक पियूष गोयल यांनी दिली आहे. दिवाळीच्या काळात अमेरिकेचे राष्ट्राध्यक्ष डोनाल्ड ट्रम्प यांनी पंतप्रधान नरेंद्र मोदींना फोन करून शुभेच्छा दिल्या. मोदींनी एक्सवर एक पोस्ट अपलोड करून ट्रम्प यांचे आभार मानले. रॉयटरने अमेरिका भारतावरील टेरीफ कमी करून १५ टक्क्यांपर्यंत आणू शकतो असे वृत्त दिले आहे. अर्थात हे अटी शर्तींवर अवलंबून आहे. रशियन तेल कंपन्यांवर निर्बंध लादल्यानंतर भारत आणि चीन या दोन्ही देशांची अमेरिकेविरुद्धची भूमिका अधिक कठोर होणार हे उघड आहे. ट्रम्प यांच्या मनात काय आहे, त्यांना नेमका कोणाचा कडेलोट करायचाय, हे मात्र स्पष्ट होत नाहीये. संयुक्त राष्ट्रांच्या जिनिव्हा येथील व्यापार आणि विकास परीषदेत(UNITED NATIONS CONFERNECE ON TRADE AND DEVELOPMENT) बोलताना, ‘ग्लोबल साऊथ मधील देशांनी एका आवाजात आपल्याला प्रभावित करणाऱ्या समस्यांबाबत बोलले पाहीजे’ असे आवाहन केले. भारत आणि चीन हे ग्लोबल साऊथमधील महत्वाचे देश आहेत. दुसऱ्या बाजूला भारतातील चीनी काऊंसेल जनरल झू वेई यांनी अमेरिकेला इशारा दिला आहे. ‘चूका सुधारा अन्यथा परीणांमांना तयार राहा.’ चीनने अमेरिकेला होणारा रेअर अर्थ मिनरल्सचा पुरवठा रोखल्यामुळे ट्रम्प प्रचंड चवताळले आहेत. चीनवर त्यांनी १ नोव्हेंबरपासून अतिरीक्त १०० टक्के टेरीफ लावण्याची घोषणा केली आहे, शिवाय अति महत्वाचे सॉफ्टवेअर आणि तंत्रज्ञान चीनला देण्यावर निर्बंध लावले आहेत. ट्रम्प यांचा उद्देश स्पष्ट आहे. त्यांना चीनच्या निर्यातीला आणि वाढत्या वर्चस्वला वेसण घालायची आहे. Speaking at the United Nations Conference on Trade and Development (UNCTAD) in Geneva, Goyal urged that “countries of the Global South must speak with one voice about the issues that affect them.” India and China are among the most important nations in this group. Meanwhile, China’s Consul General in India, Zhu Wei, has warned the U.S., saying, “Correct your mistakes or be prepared to face the consequences.” China’s decision to halt the supply of rare earth minerals to the U.S. has infuriated Trump. In response, he has announced an additional 100 percent tariff on Chinese goods starting November 1 and imposed restrictions on the export of critical software and technology to China.
